What are the Washington State Child Care Subsidy programs?

There are three main child care subsidy programs:

Working Connections Child Care Program (WCCC): The WCCC program is administered by Department of Social and Health Services (DSHS), Economic Services Administration.  This program helps parents who are working, looking for work or in specific training programs.  DSHS decides who is eligible for WCCC child care benefits.  The Department of Early Learning (DEL) is in charge of the program rules.  Families pay a monthly copayment directly to their child care provider.

 

Seasonal Child Care (SCC):  The SCC program is available in areas of Washington where agricultural employment is dominant and is authorized by Seasonal Child Care contractors.  Families pay a monthly copayment directly to their child care provider.

 

Children’s Administration (CA) Child Care Programs: The CA child care programs are administered by DSHS, Children’s Administration.  Child care services are authorized by the child’s assigned social worker when needed for the health or safety of the child.

 

What does this have to do with WAEYC?

As a result of the agreement between the Washington State Legislature and the Service Employees International Union 925 (SEIU 925), DEL has contracted with WAEYC to provide this training on child care subsidies.  All licensed Family Child Care providers and In-home/Relative providers who accept child care subsidies are required to take this training by June 30, 2009. 

 

What are the goals and objectives of the Child Care Subsidy training?

Our goal is to help child care providers to become familiar with the Washington State child care subsidy programs, learn about child care rates and about the various services that are covered.  Providers will also be instructed on how to streamline payments, avoid costly and time consuming errors, and to bill correctly for services so that payments are prompt and accurate.  Training will also assist child care providers to avoid overpayments and underpayments and will emphasize the importance of careful record keeping.

Who is the training intended for?

This training is for all licensed and certified Family Child Care and In-home/Relative providers who will or do accept child care subsidies (state payment) for children for whom they care.

 

How will this training help me?

You will learn about all of the services paid for by the state and how to bill accurately.  This will help you maximize your payments from the state.  Also, by billing accurately, you will avoid payment delays.

 

What is the cost of the training?

There is NO cost to you for this training.

 

Do I have to take this training?  Why?

If you receive subsidies for children in your care, you are required to take this training.  In 2006, the Washington state legislature agreed to bargain with SEIU 925, the representative of child care providers who accept subsidies.  In the agreement that was developed between the state of Washington and SEIU 925, DEL is required to provide training to child care providers about the state subsidy system.  This training fulfills that requirement.  For more information about the contract, contact SEIU 925 directly at (877) 734-8673 or go to www.seiu925.org  

 

How is the training offered?

The training is offered in-person at a location near you.  In the near future, the training will also be available online.

 

If I take the online training and need more help can I come to an in-person class?

Yes, you can repeat the training to be sure that you understand the material and can complete subsidy billings correctly.

 

If I sign up for the online training, do I have to complete it all at once?

No, the online training will consist of five (5) separate modules, each taking about 30 minutes.  You can complete a module, log off, and log back in later to complete another module.  At the completion of all five modules, you will get a certificate and the record will show that you completed the entire training.

 

Is the training offered in languages other than English?

At this time, the training is offered in English.  It will be offered in Spanish and perhaps in other languages as well.

 

Can I sign up for training in a language other than English?

Yes.  You can contact WAEYC and ask to be put on a list to take the training in a language other than English. You will be contacted when the training is available.  Training will not be available in all languages in both versions (in-person and online).

 

How long is the training?

The training is about two and one half (2-1/2) hours in length.  For In-home/Relative child care providers, it includes a 30 minute orientation by SEIU 925.

 

Is this like the subsidy training that the Division of Child Care and Early Learning (DCCEL) used to offer?

Yes; it is very similar.  The current training addresses subsidy policy and procedure updates that are very important to know.

 

Who are the trainers?

The trainers are experienced adult educators who are also knowledgeable about the subsidy process and have been specially trained to conduct this class.

 

Can I bill for a professional education day to attend this training?

If you are a licensed Family Child Care provider and close your child care to attend this training, you may bill for each child that was scheduled to attend that day.  You have three (3) training days per calendar year, so you can only bill for this training if you haven’t already billed your three (3) days for this year.

 

Can I bill for four (4) hours of care when I complete this training (in-home/relative providers)?

Yes, if you are an In-home/Relative provider you may bill the state four (4) hours at your hourly rate for each child for whom you are receiving subsidies when you complete the training.

 

Is child care provided at the training?

No – there is no child care available and children are not allowed at the training.

What about STARS?

The training does not count toward STARS credit.  It is required by the contract between the state of Washington and SEIU 925.

 

How long do I have to complete this training?

The training is required to be completed by June 30, 2009. 

 

Will I get a certificate, or will there be a record that I took the training?

Yes, upon completion of the training you will receive a certificate.  Also, DEL will be given the names of all child care providers who complete the training.
