WAEYC administers subsidy training seminars across the state.

 

This training is required of all those who are covered under the State of Washington and  Service Employees International Union (SEIU 925) contract.  All  family child care providers and in-home/relative providers who accept child care subsidies are included.

June 26, 2008

Participant asked:  I have had some situations where the copayment starts at about $15.00 for a few months, then jumps to about $350.00, and there has been no change in the parent's work.  The parent is not well-prepared for this change.  Why does this happen?  Is there a way that both the parent and I can get more advance notice of the change so the parent can plan?

DEL Responded:  Working Connections has a rule that starts the copayment out at the minimum amount ($15.00) for the first month and then goes to the family’s full copayment.  Families that receive TANF also may have the minimum copayment when they first start working.  It can also change to a higher amount depending on several factors.  

Participant asked:  am confused about when and what I can charge for transportation for a field trip.  I have been told that if I am not using the vehicle that I use to regularly transport children to and from school and I am not using a business vehicle to transport to and from activities, I may be able to charge.  Can you please clarify this?

DEL Responded:  The field trip fee may not be billed for a privately owned vehicle used during the transportation to/from a field trip. The field trip fee may be billed when ‘public transportation’ is used or when the provider ‘rents’ a vehicle for the field trip.

Participant asked:  If a child is authorized for 1/2 days and I close on a holiday that the child would be in my care for full day (over 5 hours), can I bill 2 half-days?

DEL Responded:  No.  You bill at the child’s authorized rate, which would be one half day.

August  2, 2008

Participant asked:  I was told by an authorizing worker that I can only be authorized for field trips during the summer.  Is this correct?  

According to the WCCC Manual:  No.  The Working Connections Child Care Manual states, “The requests for authorization of field trip fees are usually more common during the summer, although you can authorize the fee year-round.”  This information is located at:  http://www1.dshs.wa.gov/esa/wccc/Sections/PymtsHregfees.htm
